The present direction of EU legislation is to move the responsibility from the regulator to define what is unsafe to the water utilities and companies discharging effluent to show they have done everything in their power to ensure it is safe. This shift in legal responsibility means a significant growth in general screening is inevitable as a narrowly defined targeted analysis program would not necessarily be sufficient to ensure protection from claims of negligence in the event of an emergency.
The above issues are applicable to organizations (on either side) involved in the chemical safety of food, personal care and other products.
